Vortex is a Grim Spirit, a type of grim reaper.

Once she was a Twilight Engineer - a universe guardian - known as Spin. But after witnessing the death of her universe, she lost the majority of her light and became grey. She is on the run from her fellow guardians who blame her for the death of Continuum.

She can shapeshift into different species, but her overall appearance looks the same. Rain and storms follower her wherever she goes.
